Kenya Railways abruptly cancels World Bank-Funded DMU tender

The Kenya Railways Corporation has announced the abrupt cancellation of an international tender process conducted in partnership with the World Bank, valued at 65 billion Kenyan Shillings. This move, aimed at upgrading the Nairobi metropolitan rail service, has become a major talking point within the country’s transport sector and across the region.

The corporation had initially invited bids for the procurement of 24 air compressors essential for its Diesel Multiple Unit (DMU) trains. However, in an official notice, the corporation revealed that the tender was cancelled just days before the scheduled closing date of May 11, 2026. While an explicit reason for the sudden withdrawal has not been provided, industry insiders speculate that the decision may stem from internal administrative reviews or essential funding adjustments.

This project is a critical component of the Kenya Urban Mobility Improvement Project, designed to alleviate Nairobi’s chronic traffic congestion by providing faster, more reliable, and affordable commuter rail options. The cancellation is expected to delay the acquisition of vital spare parts for the DMU fleet, which has recently been plagued by frequent technical breakdowns and high maintenance costs.

Economic analysts warn that such unexpected cancellations in large-scale, donor-funded projects can undermine international investor confidence and strain relationships with global partners like the World Bank. Beyond the financial implications, the delay directly impacts the quality of public transport for thousands of daily commuters who rely on the Nairobi Commuter Rail service.

It remains unclear whether Kenya Railways intends to re-advertise the tender under revised terms or restructure the project entirely. For now, the goal of modernizing the regional transport infrastructure faces a temporary setback, leaving stakeholders and the public waiting for a detailed explanation from the government and railway authorities regarding the way forward.
