Humanitarian partners harmonize standards for survivor-centered cash support in Somalia

In a significant move to bolster the safety and recovery of gender-based violence (GBV) survivors, the Somalia GBV Area of Responsibility (AoR) has officially released its 2026 Guidance Note on Cash in GBV Case Management. The framework, developed in collaboration with the United Nations Population Fund (UNFPA), establishes a standardized approach to integrating cash assistance into the essential services provided to survivors across Somalia’s humanitarian landscape.

As Somalia continues to navigate the complex intersections of conflict, mass displacement, and recurring climate shocks, protection risks have escalated. For many survivors, the path to safety is often blocked by a lack of financial resources. The new guidance recognizes that while psychosocial and medical support are critical, survivors frequently face immediate costs—such as transportation to clinics, legal fees, or the need for temporary safe housing—that can determine whether they receive help or remain in danger.

The GBV AoR emphasizes that cash is not a replacement for traditional support but rather an enabling tool. By embedding cash assistance within individualized safety planning, humanitarian partners aim to restore a sense of agency and dignity to survivors. “This guidance ensures that cash support is never a standalone intervention,” the report notes. “It is a survivor-centered, risk-aware mechanism designed to minimize potential harm while maximizing access to life-saving services.”

One of the primary objectives of the 2026 Guidance Note is to eliminate the fragmented nature of aid. The framework sets clear operational standards for all partners, covering uniform transfer values to ensure equity across regions, secure delivery mechanisms that prioritize survivor confidentiality, and strict protocols to prevent the assistance from inadvertently increasing exposure to further violence. Furthermore, the framework strengthens the link between specialized GBV services and the broader Cash Working Group (CWG), ensuring that while survivors benefit from general humanitarian aid, their specific protection needs are handled with the necessary expertise and discretion.

This initiative is a key pillar of the Somalia 2026 Humanitarian Needs and Response Plan (HNRP). By streamlining how aid is delivered, the GBV AoR aims to build a more resilient protection system that can respond rapidly to the needs of the most vulnerable. The coordination team has pledged ongoing technical support to local and international partners to help operationalize these standards, ensuring that “survivor-centered” remains more than just a phrase, but a functional reality on the ground.
