Somaliland Central Bank hails U.S. Bill as “Historic” milestone for global financial integration

The Central Bank of Somaliland has officially welcomed the introduction of draft legislation H.R. 7993 in the United States Congress. The Bank described this step as a “historic milestone” and a decisive move toward the nation’s integration into the international financial system.

 Acting Governor Hamse Abdirahman Khaire stated that the bill, sponsored by Congressman John W. Rose, lays a foundation for resolving structural challenges within Somaliland’s financial sector and establishing long-term relationships with international institutions.

For authorities in Hargeisa, the significance of this bill transcends its legal framework. Governor Khaire noted that the move represents a deep recognition of Somaliland’s international standing, affirming its stability and democratic character within the region.

 “This is not just about banking; it is about the strategic importance and credibility of our financial system,” the Governor remarked, adding that the bill confirms Somaliland’s rightful place within the global financial architecture is long overdue.

The Central Bank views this draft legislation as the fruition of years of internal reforms, including efforts in transparency, Anti-Money Laundering (AML) compliance, and the modernization of monetary policy.

The introduction of the bill in Congress provides Somaliland with the “official spotlight” necessary to attract foreign investment and create direct links with international banks.

Despite the promising news from Washington, the Central Bank emphasized that international support alone is not enough. Governor Khaire outlined “homegrown” strategies to capitalize on the opportunities presented by the bill.

These include leading the Ministry of Finance’s national financial report to ensure data meets international standards, strengthening institutional infrastructure such as digital banking regulations and risk management, and shifting toward a “confidence-based” diplomatic approach to present the nation’s long-term vision to global creditors.

Governor Khaire further asserted, “Somaliland is not a nation waiting in silence to enter the global financial system; rather, it is a nation actively and strategically preparing to take its place.”

The progress of this bill is credited to the coordinated efforts of the Central Bank, the Ministry of Foreign Affairs, and the Somaliland Representative Office in Washington D.C. The Bank expressed its gratitude to Congressman John Rose for his forward-thinking vision and deep understanding of the financial hurdles faced by developing nations in East Africa.
