In a strategic effort to harness Somalia’s vast and untapped natural resources, the Federal Government of Somalia has announced the signing of a Memorandum of Understanding (MoU) with the U.S. State of West Virginia. The agreement focuses specifically on the joint development of critical minerals essential for global industry.
Signed at the West Virginia State Senate building, the agreement establishes a formal framework for bilateral cooperation. This partnership covers the full lifecycle of mineral production, including the exploration, extraction, processing, and refining of minerals vital to modern technology and the global transition to renewable energy.
The pact was officially signed by Somalia’s Minister of Petroleum and Mineral Resources, Dahir Shire Mohamed, and the Secretary of the West Virginia Senate, Kris Warner, representing the American state.
A primary objective of the MoU is to train Somali professionals by leveraging West Virginia’s extensive, long-standing expertise in mining and resource management. This technical exchange is expected to modernize Somalia’s domestic mining sector and build local capacity.
Furthermore, the agreement aims to ensure that minerals are not merely exported as raw materials but are processed within Somalia to maximize domestic economic benefits. It also seeks to establish a transparent legal and operational environment designed to attract American capital and industrial partners to the region.
Critical minerals—such as rare earth elements, lithium, and cobalt—have become a central focus of international geopolitics. These resources are indispensable for manufacturing products ranging from smartphones and electric vehicle batteries to advanced global defense systems.
“This agreement demonstrates that Somalia is recovering and building its destiny with confidence,” said Minister Dahir Shire Mohamed. “We are committed to managing these national resources with transparency and equity to ensure they serve as a foundation for long-term prosperity.”
For West Virginia, a state defined by its rich mining history, this partnership offers a unique opportunity to play a leading role in international resource diplomacy. Secretary Kris Warner noted that the agreement creates a direct commercial conduit between the two entities, fostering mutual and accelerated economic growth.
