Global Fund approves $521m for Uganda’s GC8 cycle to strengthen health systems

Uganda has secured $521 million in support from the Global Fund’s eighth grant cycle (GC8) to bolster its fight against HIV/AIDS, tuberculosis (TB), and malaria.

This substantial funding, designated for the 2026–2028 implementation period, was confirmed during a high-level meeting at the Ministry of Finance headquarters in Kampala between Ramathan Ggoobi, Permanent Secretary and Secretary to the Treasury, and Linden Morrison, the Global Fund’s High-Impact Head for Africa.

During the discussions, the sustainability and transparency of health financing took center stage. Ggoobi highlighted Uganda’s dedication to resource management, assuring partners that the country adheres to the highest standards of integrity and accountability regarding donor funds.

According to a statement from the Ministry of Finance, the Permanent Secretary commended the partnership and reaffirmed Uganda’s unwavering commitment to rigorous oversight in managing these essential resources.

Global Fund representative Linden Morrison praised Uganda’s leadership in regional health service delivery and its strong track record in previous funding cycles.

However, he also urged the government to move toward self-reliance beyond external aid, emphasizing that focusing on domestic financial sustainability is crucial for the long-term impact of health interventions.

The delegation also included Dr. Eliud Wandwalo, Head of TB Programmes, and representatives from PricewaterhouseCoopers, the Local Fund Agent.

This $521 million grant is expected to support several key areas, including the large-scale expansion of malaria and tuberculosis prevention efforts.  Additionally, it aims to increase access to antiretroviral treatment for HIV patients and improve government Public Financial Management (PFM) systems to ensure health resources are utilized effectively.
