Ambassador Gelle steps into the role bringing a robust background in public service and international relations, spanning a 15-year career within Somaliland’s governmental framework. Ministry officials highlighted his extensive administrative experience as a critical asset for advancing Somaliland’s broader diplomatic engagement throughout the African continent. His professional trajectory reflects a deep involvement in high-level governance and institutional development.
From 2015 to 2016, Gelle held the pivotal position of Chief of Cabinet Secretaries at the Office of the President. In this capacity, he played a central role in supporting cabinet-level decision-making processes and coordinating complex policy implementation across various government institutions. Following his tenure in the president’s office, he assumed leadership of Somaliland’s Civil Service Commission. Beyond domestic governance, Gelle’s portfolio includes substantial regional diplomatic experience. Relations between Ethiopia and Somalia had experienced significant strain following a January 2024 Memorandum of Understanding (MoU) signed between Ethiopia and Somaliland. That agreement reportedly envisioned commercial and potential military access to the Red Sea for landlocked Ethiopia in exchange for the prospective recognition of Somaliland’s statehood. While the arrangement signaled a major strategic realignment, it drew sharp condemnation from the federal government in Somalia, alongside concerns from various regional and international actors regarding regional stability.
Subsequent diplomatic interventions, however, helped alter the trajectory of regional tensions. Ethiopia and Somalia eventually engaged in Turkish-mediated talks, culminating in the Ankara Declaration. This diplomatic milestone effectively sidelined the controversial MoU as Addis Ababa concurrently pursued rapprochement and dialogue with Mogadishu.
