President Museveni inaugurates new 78-member cabinet for 2026–2031 term

President Yoweri Kaguta Museveni officially deployed his newly constituted 78-member Cabinet on Monday, June 29, 2026, marking the formal commencement of his seventh term in office. Chaired by the President, the inaugural meeting signaled the beginning of the National Resistance Movement (NRM) administration’s governing agenda for the next five years. The session, which brought together the nation’s top political leadership—including Vice President Rtd. Jessica Alupo and Prime Minister Robinah Nabbanja—sets the stage for the collective government business that will define the 2026–2031 political cycle.

This historic meeting followed the successful conclusion of a rigorous 10-day Cabinet Induction Retreat held at the National Leadership Institute (NALI) in Kyankwanzi. Following their swearing-in on June 8, ministers participated in the retreat starting June 15 to align themselves with government priorities, public service ethics, and the strategic direction of the new administration.

The retreat served as a crucial orientation platform, ensuring that both returning and newly appointed ministers are equipped to implement the administration’s development goals and maintain a unified approach to service delivery.

The administration’s agenda for this term is guided by a new manifesto themed “Protecting the gains as we make a qualitative leap into a high middle-income status.” The manifesto is anchored by seven strategic pillars, including massive infrastructure development, such as roads and railways, and aggressive job creation within the industrial and service sectors.

Furthermore, the government aims to expand market reach both regionally and internationally while enhancing the provision of health, education, and security services. These efforts are designed to maintain unity and political stability across the nation.

Central to this vision is the government’s ambitious “Tenfold Growth Strategy,” launched in 2023. This economic blueprint seeks to expand the country’s gross domestic product (GDP) from approximately $50 billion to $500 billion by 2040. To achieve this, the government is prioritizing four key sectors—Agro-industrialization, Tourism, Mineral development, and Science/Technology innovation, collectively referred to as “ATMS.”

This strategic focus is integrated into the fourth National Development Plan (NDPIV) and supported by the recent Shs84.3 trillion national budget, which is now being implemented by the Cabinet.

The inaugural session was attended by a broad spectrum of officials, including deputy prime ministers, the Government Chief Whip, state ministers, and permanent secretaries. Also present were NRM Secretary General Richard Todwong and KCCA Executive Director Sharifah Buzeki. The Cabinet operates under the authority granted by Article III of the 1995 Constitution, which empowers the President to appoint the necessary ministers to ensure the efficient running of the State. With this first meeting, the administration has officially transitioned from planning to the active implementation of its five-year development mandate.
