Ethiopia,China deepen meteorological collaboration through artificial intelligence

Ethiopia and China are taking a major step forward in climate resilience and disaster mitigation through a strategic partnership centered on artificial intelligence and advanced meteorological technologies. According to a high-ranking Ethiopian government official, this collaboration is already transforming the nation’s weather forecasting capabilities and early warning systems.

In an interview with Xinhua, Asaminew Teshome, the deputy director general of the Ethiopian Meteorological Institute (EMI), emphasized that weather and climate systems transcend national borders. Because of this interconnected reality, strategic partnerships are vital for equipping developing nations with the tools needed to combat extreme weather events. Teshome highlighted the growing, multifaceted partnership between EMI and the China Meteorological Administration (CMA), which has been formalized through a comprehensive memorandum of understanding (MoU).

The framework established by the recent MoU focuses on several high-priority areas designed to modernize weather services in East Africa. Key elements of the agreement include technical cooperation, capacity building, joint research, and the adoption of emerging technologies.

Teshome noted that operating in the modern technological era requires embracing artificial intelligence to enhance forecast accuracy. “In order to enhance and create more accurate weather information, deploying and using new technologies is very important,” he stated.

A central achievement of this technological partnership is the successful deployment of the Multi-hazard, Alert, Zero-gap, and Universal (MAZU) system. Developed as an intelligent meteorological early warning solution by China, the MAZU platform integrates cutting-edge AI and physical forecasting models with modern monitoring technologies, including meteorological satellites.

Previously, a primary bottleneck hindering rapid disaster response in Ethiopia was the lack of stakeholder coordination in data exchange during extreme weather events. The MAZU system directly addresses this gap by synthesizing data from various satellite products and local ground stations. This integration allows the institute to generate highly tailored and localized weather insights.

Following comprehensive technical training led by visiting Chinese scientists, Ethiopian specialists are now fully equipped to operate the platform independently. Notably, the installation marks the first time the MAZU system has been deployed anywhere in Africa. EMI has already begun operationalizing the platform to deliver critical nowcasting and short-range forecasting services.

Looking ahead, the institute plans to leverage its newly acquired technical expertise and operational capacity to share best practices with other national meteorological and hydrological service institutions across the African continent.

This bilateral engagement complements Ethiopia’s expansive domestic weather observation network. Alongside its central headquarters, the EMI currently operates 11 regional centers, over 1,400 conventional stations, and 550 automatic weather stations distributed nationwide.

With the integration of Chinese AI-driven solutions like the MAZU system, these extensive ground assets are now better positioned to deliver world-class meteorological forecasts, support vital climate research, and issue timely early warning advisories to protect communities and economic sectors across Ethiopia from mounting climate risks.
