Kenya has secured a substantial Ksh7.8 billion ($60 million equivalent) development cooperation package from Germany. The funding agreement, spanning the 2026–2028 period, was finalized following the successful conclusion of the Kenya–Germany Biennial Government-to-Government Negotiations on Development Cooperation held in Berlin.

The breakthrough agreement was officially announced on Friday, June 26, 2026, by Kenya’s National Treasury Principal Secretary, Chris Kiptoo. According to Kiptoo, the multi-billion shilling package is strategically aligned with Kenya’s long-term economic agenda. It will target critical, high-impact sectors aimed at modernizing the economy, creating sustainable jobs, and fostering climate resilience across the East African nation.

A significant portion of the funding is earmarked for green energy, climate action, and agricultural sustainability. Specific priority programs include advancements in renewable energy and e-mobility, irrigation development, climate-smart agriculture, and the transformation of local food systems. Additionally, the package will inject vital resources into private sector development, trade and investment, and digital transformation initiatives. To address unemployment and build a future-ready workforce, the funds will also support Technical and Vocational Education and Training (TVET) alongside structured labor mobility programs.

The bilateral financial partnership could expand even further in the immediate future. During the high-level negotiations, the German delegation indicated that an additional Ksh4 billion specifically dedicated to Kenya’s burgeoning energy sector will be considered for approval in the coming weeks. If approved, this supplementary funding will significantly accelerate Kenya’s transition toward 100% clean energy and bolster grid stability.

The negotiations concluded with a formal signing ceremony in Berlin, where Principal Secretary Chris Kiptoo and his German counterpart, Bärbel Kofler—the Parliamentary State Secretary at Germany’s Federal Ministry for Economic Cooperation and Development (BMZ)—signed the official Summary Record. The signing solidifies the diplomatic and economic ties between Nairobi and Berlin. Both leaders reaffirmed their nations’ shared commitment to strengthening their decades-long development partnership, emphasizing transparency, mutual accountability, and good governance as the bedrock of the newly minted accord.
