Türkiye’s COP31 Presidency issued its second “Letter to Parties” jointly with Australia, which is presiding over the multilateral negotiations, in consultation with Türkiye, at this year’s COP climate summit in Antalya, Türkiye this November.

On the sidelines of the Copenhagen Climate Ministerial in the Danish capital, COP31 President-Designate Murat Kurum, Türkiye’s Minister of Environment Urbanisation and Climate Change, also signed a joint call with COP29 host Azerbaijan and COP30 host Brazil for proposals for their combined “Belem Mission to 1.5”.

The “Belem Mission to 1.5” initiative is intended to strengthen countries’ national contributions, accelerate adaptation plans, and increase implementation capacity. The Brazilian city of Belem hosted COP30 in November 2025.

In their joint Letter to Parties, Türkiye and Australia, who agreed at COP30 to work together on COP31, highlighted the importance of multilateral co-operation in tackling climate change. They also stressed the need for accelerated climate action and renewable energy investment in the face of the current energy crisis.

“In these times of uncertainty, accelerating the climate action and delivering strong negotiated outcomes is more important than ever. Collective action at COP31, reinforced by the broader multilateral system, remains our strongest tool to address the global challenge of climate change,” the letter said.

“COP31 presents a vital opportunity to further accelerate this momentum, particularly in the areas of clean energy, electrification, and resilient infrastructure.”

In the letter, COP31 President-Designate Kurum and President of the Negotiations, Chris Bowen, Australia’s Minister of Climate Change and Energy, said the COP31 model represented a new way to deliver a COP “anchored in a shared spirit of co-operation, solidarity in a shared challenge, and strong commitment to the multilateral system”.
