Egyptian President Abdel Fattah al-Sisi and Sudan’s Transitional Sovereignty Council Chairman, General Abdel Fattah al-Burhan, convened for high-level bilateral talks in the northern Egyptian coastal city of El-Alamein. The strategic meeting focused on coordinated international and regional efforts to halt the devastating civil war in Sudan, alleviate mounting humanitarian hardships, and reinforce deep-rooted bilateral relations between Cairo and Khartoum.

The discussions between President al-Sisi and General al-Burhan unfolded on the sidelines of the African Union’s eighth midyear coordination meeting. The bilateral engagement served as a crucial prelude to a broader quadrilateral summit hosted in New Alamein, which brought together the heads of state of Egypt, Sudan, Eritrea, and Somalia to address complex security dynamics and diplomatic realignments across the Horn of Africa and the wider Red Sea basin.

During the meeting, President al-Sisi underscored Egypt’s steadfast solidarity with the Sudanese people, explicitly pledging continued diplomatic backing to safeguard Sudan’s national unity, territorial integrity, and the preservation of its core state institutions. Sisi emphasized that Cairo is actively leveraging its diplomatic channels across regional and international forums to facilitate a durable political solution, stem the ongoing conflict, and pave the way for future reconstruction and economic recovery.

According to a statement released by the Egyptian presidency, these concerted efforts are primarily designed to help Sudan restore institutional stability and overcome the profound disruptions caused by the prolonged armed conflict.

General al-Burhan expressed profound gratitude for Egypt’s unwavering political, diplomatic, and humanitarian assistance, particularly highlighting Cairo’s role in hosting millions of Sudanese refugees who have fled the violence.

In addressing the trajectory of the ongoing war against the Rapid Support Forces (RSF) paramilitary group, al-Burhan stressed the critical necessity for the international community to maintain a clear conceptual and diplomatic distinction between legitimate state structures and armed rebel entities. He cautioned against drawing false equivalencies between Sudan’s sovereign governing institutions and parallel militias, framing the defense of state authority as paramount to preserving the nation’s future.

The El-Alamein consultations occur against a backdrop of escalating geopolitical friction in the Horn of Africa, marked by widening diplomatic rifts, strained bilateral relations among regional actors, and localized conflicts. By rallying regional leaders for structured dialogue, Egypt and its partners aim to reinforce strategic coordination, promote regional integration, and formulate unified approaches to pressing cross-border security challenges.
