The Ethiopian government has recently tackled a critical and longstanding issue that has hindered progress in the floriculture subsector. The long-awaited title deed requests from leading flower exporters, including Shere Ethiopia, AQ Rose, Herberg Rose, and Zeway Rose, have finally been resolved. This development, along with the strategic allocation of land for new investors and the approval of additional land requests for expanding existing farms in the Welkita and Wolaita- Soda horticulture export development clusters, signals an exciting turning point for this vibrant industry. It is not just a measure; it is a decisive, high stakes move that marks a thrilling turning point for Ethiopia’s vibrant floral empire.
However, the landscape of the floriculture industry has shifted significantly since the introduction of these measures. Factors such as the transition to a performance-based duty-free incentive scheme, the opening up of trading regulations for foreigners that were previously restricted only to domestic investors, the move from fixed to a floating foreign exchange, the introduction of rural land administrative use as well as seed Proclamation, the introduction of regional new tariff for irrigation water, the gradual modification of urban master plan and land lease rates and the global rising of jet fuel as well as price of imported agro chemicals, raw materials and planting materials and the accompanied rise of cost of living have created a new operational environment for both established flower farm operators and new entrants.
From my insight, these evolving complexities necessitate a strategic recalibration of the past frameworks to secure the industry’s long-term resilience and competitiveness as well as the flower sector’s continued viability.
Fourteen years ago, Ethiopia stood at the precipice of a floriculture revolution, guided by the Quantitative Unified Economic Information for the Rose Flower Sub-Sector (QUINR), a meticulously crafted blueprint that offered foreign investors and local pioneers a clear roadmap for their success. Based on my direct experience, this document served as the foundational pillar of the industry’s early dominance, providing precise estimations of investment costs, operational expenses for greenhouse hardware, labour benchmarks, marketing margins across various altitudes, and detailed revenue projections for popular cultivars. Proponents of the flower sector argue that this QUINR provided the essential language of investment that guided both domestic businessmen and their international counterparts, ensuring that ventures were built on verified, professional, and sustainable foundations rather than the shifting sands of speculation. Prepared by experts under the Ethiopia-Netherlands Horticulture Partnership, the report was far more than a mere collection of data; it was a strategic compass designed to leverage Ethiopia’s unique agroecological advantages into a globally competitive powerhouse. By providing unified, reliable benchmarks, it de-risked investment during a critical period when the sector was scaling rapidly from a niche player to a national export engine.
The original analysis painted an optimistic yet grounded picture, examining rose production across the key altitudes of Ziway, Bishoftu, and Holeta, while distinguishing between standard and above-standard farm models. For a ten-hectare operation, new investment values ranged from approximately €2.25 million for standard setups to €2.76 million for advanced ones, with annual fixed costs, including depreciation and interest on equity, translating to between €6.31 and €7.86 per square meter. These figures accounted for the complex infrastructure required, such as greenhouses, post-harvest facilities, irrigation, cold stores, and energy systems, notably highlighting the necessity of backup generators due to the prevailing unreliability of the electricity supply.
Labor insights were equally practical, detailing staffing needs and demonstrating how total employees per hectare decreased with scale due to improved efficiencies, while highlighting zonal differences where higher altitudes often required fewer production workers due to lower yields but commanded premium prices for longer stems and larger flower heads. Variable costs, including fertilizers, crop protection, packing, transport, and marketing, dominated the budget, often comprising 70 to 75 percent of total expenses. The report targeted approximately 6 kg per square meter in annual production, with budget balances illustrating potential return on investment under realistic scenarios to serve as a vital decision-making tool for investors evaluating different agroecological zones. This data-driven approach highlighted Ethiopia’s comparative advantages, such as diverse altitudes enabling year-round production, a favorable climate for roses, and competitive labor costs relative to global rivals.
Today, while the sector generates hundreds of millions in exports, growers view that it still struggles to realize its full potential. From my analytical vantage point, we face a stark reality: the ambitious vision outlined in the 2012 masterplan has been undermined by frequent restructuring, weakened partnerships, and notable gaps in public institutional knowledge. Moreover, many industry critics contend that there is a critical lack of publicly available factor cost, economic data, and guidelines for investors in the flower sector, contrasting sharply with the comprehensive frameworks that existed in 2012.
The absence of objective, quantified economic information data for rose farms, akin to what was available in 2012, hampers new private companies’ ability to invest in the flower sector with confidence, despite the availability of land. Additionally, according to growers’ views, the lack of industry-driven standards has compelled existing auditors from the internal revenue authority to rely on subjective estimations regarding costs associated with expected wastage, process damage, end-market expenses, and public contributions, often based on intuition rather than concrete data. Despite the concerns regarding the accounting treatment of wastage, damage, safety buffers, and unforeseen expenses addressed with the support of relevant institutions, there remains no assurance that similar issues won’t arise again due to the absence of established industry standards in the flower business.
According to my view, the question of whether the floriculture project is economically and financially gainful at the present time remains stubbornly fluid. At the root of this ambiguity lies the absence of official or authoritative technical frameworks for guiding prospective investors as before. This situation leaves a vacuum, and consequently, new entrants are forced to navigate informal networks of established operators to decode the industry’s complex economics from capital expenditures and preoperative outlays to working capital requirements, return on investment, and payback periods. While relying on veteran flower farms seems pragmatic, it creates a compromised ecosystem fraught with structural risk. First, expecting competitors to freely share critical cost structures and operational intelligence ignores commercial reality, as inherent trade secrets and fierce market dynamics mean vital information is rarely handed over without a filter. Second, relying entirely on decentralized peer-to-peer exchange is a fragile strategy for a multi-million-dollar industry investment in the country.
The previous initiatives aimed at quantifying information about the cut flower industry have long since ceased, leaving a void in accessible knowledge. Supporting the floriculture sector goes beyond merely drafting letters to regulatory institutions; in my estimation, it is about crafting comprehensive guidelines that illuminate the economic landscape of the flower business. This includes providing clear insights into investment costs, preoperative expenditures, operational expenses, and marketing margins. As critics have expressed, the consequences of this information void are widespread and hamper the industry’s trajectory. New entrants frequently struggle to define the correct scale for essential infrastructure, which results in suboptimal designs characterized by underinvesting in critical systems like cold stores or precision fertigation.
Furthermore, labour planning has devolved into guesswork without the aid of updated zonal tables, causing a failure to optimize the delicate balance between production yields and seasonal labor demands. The lack of standardized models for variable cost management exacerbates the difficulty of maintaining profit margins in the face of rising global logistics and input pressures. Consequently, return on investment calculations become speculative rather than empirical, which actively deters the capital inflows needed for necessary industry expansion. The sector currently faces an acute need for institutional support that possesses a deep, nuanced understanding of the complexities inherent in practical flower farming operations, including extreme sensitivity to climate change, susceptibility to diseases, the volatility of power and water availability, and the marked variability in productivity across varieties and agroecological zones. A profound lack of knowledge and skill, combined with an insufficient understanding of the extent of wastage and damage associated with pests, disease, input price variability, and market structure, has led to institutional gaps by regulatory and revenue authorities tasked with auditing the flower sector.
Proponents of the flower sector argue that implementing a robust industrial standard is the best way forward to provide auditors with the necessary insight to avoid charging the sector unfairly high taxes, effectively moving the audit practice away from the pitfalls of subjective judgments and toward a transparent, data-driven framework. While good efforts were made in the past to develop unified information, the importance of these guidelines and benchmarks has been totally ignored and overlooked over time, with no manifest interest in updating this information or scaling the practice to the level of a true industrial standard. From my perspective, we should also delve into the economic and financial viability of flower projects, conduct thorough value chain analyses across diverse agroecological settings, and facilitate market linkages that create an inviting atmosphere for both foreign direct investment and local investors. Additionally, according to my assessment, addressing critical disputes between operators and tax authorities is essential for fostering a thriving industry.
I greatly appreciate the efforts of those in the past who gave high priority to data and analytical-based operations and decision-making processes. For investors, the math remains compelling; with low labor costs, government incentives, and growing global demand for sustainably sourced flowers, well-planned farms can achieve attractive returns. Scaling to larger operations allows for the maximization of economies of scale while addressing sustainability through water recirculation, renewable energy, and integrated pest management. The 2012 report captured the blueprint for this acceleration, and its partial loss highlights how knowledge continuity underpins sustained success. By reclaiming and updating that vision bridging past insights with present realities and professionalizing audit and regulatory standards Ethiopia can move from resilience to a true renaissance.
The roses are ready to bloom at scale, but from my view, the question remains whether policymakers, investors, and industry leaders will provide the structured support to make it happen. The path forward hinges on our collective ability to institutionalize this knowledge once more. We must demand a collaborative effort between the government, private sector, and technical experts to establish a dynamic, data-rich framework that reflects modern market conditions. Without such a framework, we leave the sector vulnerable to the inefficiencies of the past and the uncertainties of the future.
Thus, I firmly recommend to:-
- Re-establish a centralized, dynamic economic information repository akin to the historical QUINR masterplan, updating capital expenditure, operating cost structures, and altitude-specific yield models to match contemporary inflationary and currency realities.
- In Partner with Industry stakeholders, Minster of Trade and Regional Integration  and tax authorities to formulate definitive industrial standards regarding biological asset valuation, wastage, pest-induced crop damage, and safety buffers, replacing subjective estimations with empirical data.
- Drive active collaboration between the Ministry of Trade and Regional Integration , development partners, and private investors to deliver comprehensive trade  guidelines that decode investment, market margins, logistics hurdles, and climate-smart market  operational requirements for both emerging and veteran operators.
